Equally constant quantitative growth and the scope of our activity contributes to the preparation and implementation of the directions of progressive development. It should not be forgotten, however, that the strengthening and development of the structure allows carrying out important tasks in the development of a system of training personnel, corresponding to the urgent needs. Comrades! the implementation of the planned targets is to a large extent conducive to the creation of the appropriate activation conditions. We should not, however, forget that the constant information and propaganda support of our activities plays an important role in shaping further directions of development.
